I've applied this patch, and the followup rationale patch, since nobody
had any negative comments.

(Jason, for whatever reason, the patches didn't apply nicely; I did my
humanoid simulation of patch.  I'm not sure if this is because of me
being dumb, or some CR/LF issue, or some editor you're using being smart
about HTML even though this document is crufty, or what.  Anyhow, you
might wish to double-check my changes.)
