Parts of the ABI are universally usable, other parts are very specific 
to IA64.  So far we haven't tried to separate out those parts, since
our explicit purpose has been defining an IA64 ABI.

I agree, though, once we're done it would be very interesting to
isolate the platform-dependent stuff and turn the IA64 ABI into a
family of ABIs.
