I was proposing to break the problem into pieces. One piece that is
certainly needed is the guard; and in particular its mangling. In my
view, that is an issue that can be more easily agreed-upon.

I was also proposing a resolution to that issue, namely, to make the
guard three-state.

I also agree that the ABI should cover thread-safe initialisation, but
I did not want to pick up that discussion right now.
