Incorrect description for IBM initialization priority scheme

There is a minor error in the description of the IBM static objects
initialization priority scheme in the C++ ABI Open Issues documents:

The line:
"Priorities MIN_INT .. MIN_INT + 1000 are reserved to the implementation."
should be:
"Prioirties MIN_INT .. MIN_INT + 1023 are reserved to the implementation."
