The decision in F-8 was to use the gABI specification of encoding
universal characters. Since nobody has reported what that
specification specifies, I get the feeling that it has this really
unspecified.
In that case, I'd agree that the C++ ABI should take lead and decide
to use UTF-8. I guess the gABI would eventually follow, for lack of
any clearly-better choice.
