Interface section proposal

I've updated the description of SGI's Interface section (for link-time
parameter checking) to support checking throw specifications and
instantiation/specialization mismatches.  It's linked from the summary
page -- take a good look (for F-3, F-4, and F-10).

I'll send an agenda tomorrow.  (It shouldn't be a surprise if you look
at the last one and the open issues.)
