More regarding the ELF COMDAT proposal

Ron, tomorrow they're going to talk about the linker support on IA64
for comdats.  They want to comdat vtables, which is a big lose unless
you comdat the virtual functions that are inlined and are referenced
by the vtables.  That's what we found on VMS, so we're changing it
back to the "trigger" method.
