C++ ABI Summary and Open Issues

Attached is the summary page, with minor updates, including a
couple of additions to the Action Item list.  Please check yours
and deal with them if you can.  (Cary, is the object layout stuff
you sent the expected Taligent material, or is more coming?)
Let me know of any errors or omissions.

Also attached is the beginning of an open issues page.  It lists
the same issues as the summary (so far), and should by next week
also include descriptions of each issue on the order of a
paragraph.  Most of the summaries now list only the party I
expect to provide a real summary.  Consider those action items,
too, and try to get them to me by early next week, so we can
deliver a complete list to everyone before the meeting.  I intend
to use this page to also track the significant relevant discussion
of the issues as we proceed.

I will add more material reflecting today's meeting to both pages
later.
