C++ ABI status pages

The pages on the web have been updated for the 2 December meeting.
Please check the closed issues in particular to verify that the descriptions
are adequate and clear.

I'll send an agenda for Thursday, but the main priority will be reaching
closure on exception handling, followed by mangling if we can get Daveed
to deliver his proposal :-).
